Your point about the the Regents giving districts some flexibility on applying test results in determining which students would get Academic Intervention Services is something we&#039;ve heard from other superintendents.  

Some superintendents asked for this action and we support giving districts some discretion.  But as we note in our statement, some superintendents feel a duty to assure extra help for students whom the tests now show as at-risk of not meeting standards.</description>

		<description>I am deeply concerned when Deputy Commissioner King states that the tests &quot;did not sufficiently test students&#039; abilities&quot;--I believe these were designed to be achievement tests,  not aptitude tests.  I also must state that the Regents reprieve on AIS is tantamount to us telling parents their children (who would have been proficient last year) did not meet State standards and we were not going to help them.  Painful--especially since so many districts had to cut teachers this year.</description>
