Can’t get there from here — the Council’s survey on school budgeting challenges

Yesterday we released our second annual report on a survey of New York State school superintendents on financial matters.

We titled the report, “Can’t there from here,” with a subtitle that explains, “Budgeting challenges call for new directions in state policy to help schools raise student achievement.”

In our news release, the Council’s Executive Director, Bob Reidy said,

“The challenge school district leaders face is not just balancing budgets, but improving educational outcomes and providing students with the learning needed to excel in the real world.  But under current state educational policies, it’s becoming increasingly difficult to do both.  We’re being forced to cut staff and eliminate programs and this has an inevitable impact on learning.”

Our survey repeats some questions we reported on last year, and adds some new ones – on financial and educational insolvency, priorities for mandate relief, and challenges with implementing new teacher and principal evaluation requirements.

The overarching theme of the report is that concern for the financial prospects for their schools is widespread among superintendents. Read the rest of this entry »
